Prime Minister Narendra Modi, addressing the Shanghai Cooperation Organisation (SCO) Council of Heads of State in Tianjin, underscored India’s new guiding mantra — “Reform, Perform and Transform” — as the country charts its development journey.

Inviting SCO members to join hands with India, PM Modi said, “Today, India is moving ahead following the mantra of Reform, Perform and Transform. We have tried to turn every challenge into an opportunity. I invite all of you to be a part of India’s development journey.”

Laying out India’s vision for SCO, he highlighted three pillars — Security, Connectivity and Opportunity. He stressed that security, peace, and stability are the bedrock of progress, while pointing to India’s initiatives such as the Chabahar Port and the International North-South Transport Corridor to boost connectivity with Afghanistan and Central Asia. PM Modi also proposed the creation of a Civilisational Dialogue Forum to showcase the rich cultural heritage of SCO nations.

On security, the Prime Minister condemned terrorism as a global menace: “Terrorism is not merely a threat to the security of individual states but a grave challenge to humanity as a whole. India has been bearing its brunt for the last four decades. Recently, we saw the worst side of terrorism in Pahalgam. I express gratitude to the friendly countries that stood with us in this hour of grief.”

Other SCO leaders echoed the importance of cooperation. Russian President Vladimir Putin said the organisation is laying the foundation for a “new Eurasian security system” and praised the growing use of national currencies in trade settlements among member states.

Chinese President Xi Jinping urged members to uphold fairness and justice while rejecting Cold War-era mindsets. “We must promote a correct historical perspective on World War II, and oppose confrontation and bullying practices,” Xi stated.

The 2025 SCO Summit in Tianjin highlighted the bloc’s expanding influence in shaping multipolar global governance, especially as tensions with the US under President Donald Trump continue to reshape alliances worldwide.
